RTOs to be folded into RostelecomComNews, Anna Afanasieva
This summer Svyazinvest is to begin reassigning its contracts, licenses, frequencies and numbering capacity of regional telecommunications companies to Rostelecom to which RTOs are to be merged during the reorganization of the holding. This process is to get under way immediately after the reorganization has been approved, and Svyazinvest intends to wrap up the process by February 2011.
RTOs are to reassign their contracts, licenses, and other documents to Rostelecom as part of the reorganization of Svyazinvest. As ComNews was told by the head of the information department of Svyazinvest Igor Pschenichnikov, the management intends to take these actions as soon as the annual general shareholders meetings are wrapped up at RTOs (to be held in June) and complete the merger process by February of next year, at which time RTO shares are to be converted into those of Rostelecom.
By this time the holding intends to conduct a tax audit at RTOs and register Rostelecom’s bond issues which are to be placed by converting RTO bonds into them.
Roscomnadzor press secretary Mikhail Vorobiev points out that the term for reassignment of telecom licenses is 30 days by law. Meanwhile, RTO number capacities are to be reassigned at Rossvyaz. According to Rossvyaz press secretary Ekaterina Kirsova, for this to be done each operator should provide a copy of its license, copies of their foundation documents and an extract from the Unified State Register for Legal Entities.
”All in all, some 10,000 solutions will need to be re-assigned (by comparison, 39,000 solutions were documented over the past 6 years, according to ComNews. Given the large volume of number capacity to be reassigned Rossvyaz has issued some special recommendations to Svyazinvest about how to handle this procedure and on mutual operations”.
