Government approves list of appointees for Svyazinvest’s BoD

The government of the Russian Federation has approved the list of state appointees for the board of directors of Svyazinvest.

The respective resolution was dated January 29.

According to the statement, the state has named the head of the Telecommunications Ministry Igor Schegolev, and also six members of the current board: presidential advisor Leonid Reiman, professor of the Higher School of Economics Ivan Rodionov, managing partner of Marshall Capital Partners Konstantin Malofeev, member of the board of directors of UBS Bank Marlen Manasov, managing director of VTB-Invest Mikhail Buturin and managing director of MDM Bank Nikita Ryauzov. 

This is the first time Igor Schegolev will be a member of the board. He replaces his former advisor Mikhail Leschenko, who accepted another position as deputy director general of Svyazinvest.

If elected, Igor Schegolev could be appointed as chairman of the board.  The board of directors of Svyazinvest is traditionally headed by the minister, but after restructuring and a shakeup at the telecommunications ministry Leonid Reiman retained the chairman’s seat after being named presidential advisor. After the new board lineup is elected the situation will change, a source close to Svyazinvest told Interfax.  The source pointed out that the telecom minister will not enter the board as a rank-and-file member.

All in all, the board of directors of Svyazinvest consists of 9 seats.  At present, two seats on the board are held by nominees of AFK Sistema (RTS: AFKS), whose subsidiary, Comstar-UTS, owns Sistema’s blocking stake in Svyazinvest – Sergey Drozdov and Sergey Pridantsev. Sistema’s stake in Svyazinvest could soon be handed over to the state as part of an asset swap.

AFK Sistema has promoted Sergey Drozdov and Sergey Pridantsev as board members, as well as the general director of Svyazinvest Evgeny Yurchenko and deputy head of the Federal Security Service Yury Korneev.

In this way, if the deal between Sistema and the state is completed after the shareholders register is closed for the annual meeting, AFK’s structures will be able to give their votes to Evgeny Yurchenko and Yury Korneev.
