Russian Rostelecom intends to set up and roll out mobile virtual network operators. Projects will be marketed under the Plus One brand. The first two MVNOs are expected to commence operations in the Moscow region before March 2011, and Rostelecom intends to make their commercial launch before the end of 2011.
